History

This is just a brief synopsis of the MSIA to give you some idea of its history.  This is your organization; it will only be as good as you want it to be.

May 21, 1984
First regular business meeting for discussion of possibly organizing a group.  Acting officers were President Paul Robinson, Vice President Steve Sapanas, and Secretary/Treasurer Brenda Crain

June 6, 1984
Paul Robinson, then Investigator/Supervisor of Consumer Affairs in the Division of Professional Registration submitted an employee suggestion of “forming an Association of Missouri State Administrative Investigators.”

July 13, 1984
Draft of organization’s by-laws completed.

February 19, 1985
Member David Smallwood indicated he would approach another employee in the Division of Health, Charles Craver, about designing a logo for the organization.

August 5, 1985
An annual membership fee of $10 was adopted.

January 27, 1986
By-laws were amended to include honorary memberships for a one-year duration and for future amendments to be voted upon they must be proposed at least one meeting prior to the actual vote.

February 24, 1986
MSIA has P.O. Box 114, Jefferson City, Missouri 65102.

July 21, 1986
Discussions were held at the regular meeting about holding a two-day seminar with good speakers and a committee of Paul Robinson, Karen Kloster (Yokley) and Barb Waddell were to report back in August.

October 20, 1986
First election ballots used and mailed to 61 paid members containing following candidates:  President Rex Hall and Paul Robinson, Vice President Maryann Reuter, Secretary Marilyn Hutcherson and Sallie Jacobs, Treasurer Karen Kloster (Yokley).

May 6 & 7, 1987
First Annual MSIA Conference was held at Inn at Grand Glaze, Lake Ozarks for registration fee of $40, which included a banquet meal.

October 19, 1987
Decision was made to purchase a $1,000 certificate of deposit.  New officers elected were: President Don Walters, Vice President Bill Farris, Secretary Barbara Waddell, and Treasurer Penny Quigg.

January 25, 1988
Federal IRS identification number obtained so MSIA is a registered non-profit organization and the $1,000 CD was purchased.

May 5 & 6, 1988
2nd Annual MSIA Conference was held at Inn at Grand Glaze, Lake Ozarks and by-laws revisions were adopted.

May 4 & 5, 1989
3rd Annual MSIA Conference was  held at Inn at Grand Glaze, Lake Ozarks with new officers elected:  President Rex Hall, Vice President Al Wallen, Secretary Brenda Crain, and Treasurer Penny Quigg.

September 26, 1989
President Rex Hall resigned because of promotion that took him out of the investigator realm.  Al Wallen moved up from Vice President to take over the remainder of the term.

January 22, 1990
Penny Quigg resigned as Treasurer and Sallie Jacobs was elected to fill the term.  Linda Rapps was elected to finish the term of Vice President since Al Wallen has assumed the remainder of Rex Hall’s term.  It was decided to purchase a gavel for use by the President.

May 10 & 11, 1990
4th Annual MSIA Conference was held at Inn at Grand Glaze, Lake Ozarks.  Elections to serve as new officers were President Al Wallen, Vice President Linda Rapps, Secretary Barbara Waddell, Treasurer Sallie Jacobs.

January 18, 1991
Barbara Waddell resigned as Secretary due to her workload and President Al Wallen appointed Judy Morrow to fill the remainder of the term.  John Dye, Jr. prepared major revisions to the by-laws, which will be presented for adoption at the annual conference. Jim Hall, as membership chairman, was to prepare a flyer to describe our organization to prospective members.

May 5 & 6, 1991
5th Annual MSIA Conference was  held at Inn at Grand Glaze, Lake Ozarks and following officers were elected:  President Jim Hall, Vice President Robert Cirtin, Secretary Judy Morrow, Treasurer Rich Branum.  A substitute set of by-laws were presented by John Dye, Jr. and adopted.  It was announced that Bob Cirtin was going to manage a new MSIA program to give recognition to Investigators of the month and at the annual conference an Investigator of the year.

September 9, 1991
John Dye, Jr. assumed the remainder of term for Secretary and Brenda Crain assumed the remainder of the term for Vice President.  The annual Bar-B-Q (another pig roast) was held on this date.

December 30, 1991
By-laws were revised to reflect associate and honorary memberships.  There was also a raise in annual dues from $10 to $12 for regular and associate dues half price, plus new members can prorate dues.  The membership year was also changed to coincide with the fiscal year, which is July 1 through June 30.  John Dye, Jr. presented copies of the new brochure for the organization.

May 6 & 7, 1992
6th Annual MSIA Conference was held at Inn at Grand Glaze, Lake Ozarks and the following officers were elected: President Jim Hall, Vice President Brenda Crain, Secretary John Dye, Jr., and Treasurer Rich Branum.  The Investigator of the month award winners for the year was recognized at the banquet and John Dye, Jr. received the first Investigator of the Year award.  There were 21 different state agencies represented at the conference and the first evaluation form was used and showed it was a success.

May 5 & 6, 1993
7th Annual MSIA Conference was held at Inn at Grand Glaze, Lake Ozarks.  Elected officers: President Linda Rapps, Vice President Sallie Jacobs, Secretary Dinah Sallin, Treasurer John Dye, Jr.  Recognized at the banquet as the Investigators of the Month award winners were Mitch Collins-Employment Security, Calvin Olk-Professional Registration-Healing Arts, and George Snodgrass-Professional Registration-Nursing.  Brenda Crain-Professional Registration-Architects received the second Investigator of the Year award.

First survey of State Agencies yielded 27 responses.  21 were interested in MSIA training.

January 23, 1995
Conference fee, including membership fee, was set at $65 for members and $85 for non-members.  A letter explaining the “Investigator of the Month” award and asking for nominations was prepared and distributed to the membership.

March 6, 1995
Window decals of MSIA logo will be purchased and distributed to members.  A black and white t-shirt displaying MSIA logo will be sold at the May 1995 conference.

May 4 & 5, 1995
9th Annual MSIA Conference was held at the Inn at Grand Glaze, Lake Ozarks.  Elected officers were:  President William Morgan, Vice President Bonnie Banks, Secretary Lily Johnson, and Treasurer Sallie Jacobs.  Recognized at the banquet as Investigators of the Quarter award winners were Sallie Jacobs-Professional Registration-Athletics, Brenda Crain-Professional Registration-Architects, and Lily Johnson-Legal Services.  Walt Miller-Professional Registration Nursing received the Investigator of the Year award.  Certificates of appreciation were presented to Linda Renno, Bonnie Banks, Lily Johnson, Sallie Jacobs, Bill Rapps, John Dye, Jr., Dinah Gastineau, Sandy Lewis and Robbie Smith for their service to the association.  A policy regarding registration for events was approved.  If someone RSVP’s an event and is unable to attend, they are still responsible for their dinner cost and will be sent a courtesy bill to remind them of their obligation.

1996
10th Annual MSIA Conference was held at Kimberling City, Missouri.  There was a large turnout.  MSIA offered POST training – had a large number of law enforcement officers attend.

Apr. 30 – May 2, 1997
11th Annual MSIA Conference was held at Kimberling City, Missouri.  Numbers down from 1996; again offered POST training.  Sandy Lewis received the Investigator of the Year award.  Out of Home Investigations Unit Division of Family Services received the Investigative Unit of the Year award.

Apr. 29 – May 1, 1998
12th Annual MSIA Conference was held at Marina Bay Resort, Lake Ozarks.  New officers elected: President Bill Cowell, Vice President Lily Johnson, Secretary Sandy Lewis, Treasurer Robbie Smith.  Gold Sheld was contracted to do training; banquet was held followed by dance.  A real good time was had by some.  A really good time was had by others.  Rebecca Mankin-DOLIR DWC Fraud and Noncompliance Unit received the Investigator of the Year award.

14th Annual MSIA Conference was held at the Springfield Sheraton, Springfield, MO.  New officers elected:
President Dennis Moore, Vice President Tim Chancellor, Treasurer Nancy Clandy. DeWayne Hickey-DOLIR DWC Fraud and Noncompliance Unit received the Investigator of the Year award.  DOLIR DWC Fraud and Noncompliance Unit received the Investigative Unit of the Year award.

15th Annual MSIA Conference was held at the Holiday Inn Westport in St. Louis, MO.  New officers elected:  President Dennis Moore, Vice President Tim Chancellor, Secretary Fernando Mendez, Treasurer Nancy Clandy.

16th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  New officers elected:  President Tim Chancellor, Secretary Fernando Mendez, Treasurer Sue Ann Loesch, Vice President – Les Kerr appointed to fill slot.  Ann Woody received the Investigator of the Year award.  Dept. of Mental Health Central Office Unit received the Investigative Unit of the Year award.

17th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  New officers elected:  President Tim Chancellor, Vice President Les Kerr, Secretary Fernando Mendez, and Treasurer Sue Ann Loesch.  John V. Dye-DOLIR DWC Fraud and Noncompliance Unit received the Investigator of the Year award.  DOLIR DWC Fraud and Noncompliance Unit received the Investigative Unit of the Year award.

18th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  61 attended.  New officers elected:  President Les Kerr, Vice President position open, Secretary Fernando Mendez, Treasurer Sue Ann Loesch.  Robin Walters of the Clay County Sheriff’s Office awarded the Investigator of the Year.  DOLIR DWC Fraud and Noncompliance Unit awarded Investigative Unit of the Year.  U.S. Attorney Todd Graves was the featured speaker at the banquet.

19th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  71 attended.  New officers elected:  Vice President Brian Barnett; Secretary Joyce Huber.  Patrick Reid of DOLIR, Division of Workers’ Compensation, Fraud and Noncompliance Unit awarded the Investigator of the Year.  University of MO, Finance & Administration, Facilities Planning & Development, Jann Amos awarded Investigative Unit of the Year.  John Groves was the featured speaker at the banquet.

20th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  83 members attended.  New officers elected:  President Les Kerr; Treasurer Sue Ann Loesch.  Byron Klemme-DOLIR DWC Fraud and Noncompliance Unit awarded the Investigator of the Year.  DOLIR DWC Fraud and Noncompliance Unit awarded Investigative Unit of the Year award.  A representatiave with the State Emergency Management Agency (SEMA) was the featured speaker at the banquet.

21st Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  80 members attended.  New officers elected:  Vice President Mark Dudenhoeffer; Secretary Joyce Huber.  Sgt. Brian Kempker-Capitol Police was awarded the Investigator of the Year.  MO Dental Board/MO State Board of Optometry was awarded Investigative Unit of the Year award.  Darrell Moore of the Greene County Prosecuting Attorney’s Office was the featured speaker at the banquet.

22nd Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  104 members attended.  New officers elected:  President Mark Dudenhoeffer; Treasurer Vickie Holtmeyer.  Ronald Vernon of the Department of Labor and Industrial Relations, Division of Workers’ Compensation, Fraud and Noncompliance Unit was awarded the Investigator of the Year and the Department of Labor and Industrial Relations, Division of Workers’ Compensation, Fraud and Noncompliance Unit was awarded the Investigative Unit of the Year award. Larry Liggett of the National Insurance Crime Bureau (NICB) was the featured speaker at the banquet.

23rd Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks.  91 members attended.  No nominations were presented for Secretary or Vice-President.  Stephen Doden-DOLIR DWC Fraud and Noncompliance Unit was awarded the Investigator of the Year.  Clay County Sheriff’s office was awarded Investigative Unit of the Year award.

September 15, 2009
President Mark Dudenhoeffer made an announcment at membership meeting that Stacy Bax will take over the position as Secretary, Joyce Boss will move on to Nominating/Elections committee.

25th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks. Jann Amos, Prevailing Wage Coordinator with Univeristy of Missouri System was awarded Investigator of the Year.  Springfield Police Department, Child Investigation Unit was awarded the Investigative Unit of the Year.

David Millsap of the Springfield Police Department was appointed Vice President.

26th Annual MSIA Conference was held at the Country Club Hotel & Spa, Lake Ozarks.  Steven Singer was elected as President and Dwight Miller was elected as Treasurer.  Detective Thomas Cates, Buchanan County Sheriff’s Office was awarded the Investigator of the Year.  Clay County Sheriff’s Investigative Unit was awarded Investigative Unit of the Year award.

27th Annual MSIA Conference was held at the Country Club Hotel & Spa, Lake Ozarks.  Todd Schneider was elected as Vice-President and Stacy Bax will remain in the position as Secretary.  Steve Feeney, Kirksville Police Department was awarded the Investigator of the Year.  DWC-Fraud and Noncompliance Unit was awarded Investigative Unit of the Year award.

28th Annual MSIA Conference was held at the Country Club Hotel & Spa, Lake Ozarks.  David Millsap was elected President and Dwight Miller was elected Treasurer.  Joyce Boss stepped up to fill the remaining year of Secretary.  Stacy Bax will remain on the Executive Committee.

The 29th Annual MSIA Conference was held at the Country Club Hotel & Spa, Lake Ozarks.  Larry Fish was elected Vice President and Joyce Boss was elected as Secretary. Members also approved a revision to the Association’s by-laws.
Corporal Rod Noble and Detective David Hatch of the Springfield Police Department received the Investigator of the Year Award.

The 30th Annual MSIA Conference was held at the Inn at Grand Glaize, Lake Ozarks. Vice President Larry Fish was elected as President of the Association and will assume the position on July 1, 2016. Nick Miller was appointed as Vice President and will finish out the term vacated by Larry Fish. Megan Keith was appointed to the Board to fill the position vacated by Nick Miller. Outgoing President David Millsap will remain on the Board.
